They must need to keep a staff of computer people handy to constantly submit pages to Google so that they can be found by potential clients.

One of the ways that lawyers find clients is to advertise on the internet. They join pay per click networks which determine which other webpages will carry their ads. In a competitive market these ads can be quite expensive per click.  But, this is the future and if your ad is found on pages ranked high on a search engine it can be very efficient.
